For each person transported who resides within the Columbia, Illinois ambulance service district, or the Monroe County ambulance service district, without regard to the number of persons transported in connection with each transport, trip or call in a single ambulance, the base fee shall be four hundred fifty dollars ($450.00). For each person transported who resides outside of the Columbia, Illinois or Monroe County ambulance service district, without regard to the number of persons transported in connection with each transport, trip or call in a single ambulance, the fee shall be five hundred dollars ($500.00).
